Since the consultation in June 2024, Abel Homes and the wider project team have reviewed the feedback received and have undertaken further technical surveys which underpins the updated proposals.
Further technical surveys have been undertaken to assess the drainage proposals, access and crossing facilities as well as landscaping strategy for the site to ensure the scheme reflects as many wishes as possible. Further information on these aspects can be found below. We want to thank residents and the local community for providing feedback on the proposals and those attended the event last year, your feedback has been fundamental in shaping the final proposals.
Connectivity
Another key change made is to ensure there are safe crossing points from the development to the wider Hingham town. As part of the proposals there will be a signalised toucan crossing adjacent to the north west corner of the site on Norwich Road, together with the pedestrian island in the vicinity of Ironside Way to provide both options and safe crossing for pedestrians.
Community benefits
As part of the development, financial contributions will be made to Hingham Town Council via the CIL (Community Infrastructure Levy) payment which can be used by the Town Council on projects.
There were comments during consultation regarding whether a GP Surgery or school could be provided as part of the proposals. The scheme has been designed to respond to the Local Plan allocation which is for residential use only. Required funding for healthcare and education will be allocated by Norfolk County Council from the CIL levy as deemed appropriate by the relevant department.

Drainage
Further technical surveys have been undertaken in relation to drainage as this was a key topic of feedback provided throughout consultation.
Surface water drainage proposals ensure that discharge from the site is limited to existing 1 in 1 year flow rates to ensure that there is no increase to flood risk either on-site or downstream.
Drainage within Norwich Road, adjacent to the site boundary, is to be improved with flows conveyed via the on-site network.
This will reduce the risk of overland flows occurring from Norwich Road which currently is not positively drained.
A conventional piped system, combined with roadside swales, permeable paving and an infiltration lagoon ensure water quality requirements are exceeded whilst the network is designed to accommodate the 1 in 100-year storm event plus an allowance of 45% for climate.
The attenuation lagoon and swales will be planted with a mix of vegetation to aid with water quality and to encourage biodiversity.
Foul drainage will connect into the existing network.

Landscaping
In addition to drainage, landscaping and open space was also a key area of comments raised following consultation.
With landscape at the heart of the proposals, Abel Homes will deliver approximately 15-acres of public open space along the south of the site and the scheme also now includes a central area of public open space.
The central park provides play areas for children to enjoy that reflects country park characteristic and connects to the wider open space that includes species-rich meadows, native planting of trees and hedgerows and a community orchard with local fruit tree species.
